  1. Learning outcomes state what a child should be able to do by the end of each class; they are checkpoints of learning.
  2. They are framed as competencies, and national and state surveys report children's learning against these outcomes and competencies.
  3. This tells parents, teachers and education officials how children are learning and helps keep a watch on quality.
  4. Objectives in (1) and (4) guide the teacher's lesson; they are not the common yardstick used at district, state or national level.
